Coinbase is seriously flawed or corrupt. Initiated ACH on 9/13, the funds cleared my bank account on 9/15. It's now 9/19 and the money is still not credited to my Coinbase USD wallet. I'm pretty sure they are holding the funds and making money on the float. There is no other explanation. I submitted an ACH on 1/2/18. It was completed and debited out of my bank account on 1/3/18.
